Aha! Maybe what they are really trying to do is kill everyone and everything by lowering atmospheric CO2 levels below the minimum necessary for plant life to survive. It wouldn't take very much, as the level is already near the all-time lowest.
In my home town there’s thousands of acres of land that grows nothing but biofuel and uses massive tractors and trucks to harvest and transport to a remote power station. I’ve been told that it requires ten times more energy to produce than the energy it generates.

In addition to the problems disclosed in your post, much of what disclosure is required by the rule involves estimating or guesstimating. Since such opinions about the future are always debateable the requirement to make such estimates creates a high risk of being sued or prosecuted. This is a mandatory risk that most companies would prefer not to take.
